DBS, ICPC or police certificate: which check does your overseas role need?
The correct criminal-record check depends on the recruitment decision and the purpose of the request. Ask before paying for the wrong document.

Begin with who is asking, and why
An overseas school’s safeguarding check and an immigration authority’s visa requirement are not automatically the same request. Before ordering a certificate, ask each recipient to identify the document it accepts, the purpose of the check and any issue-date or legalisation condition. This article explains the distinctions; it does not decide an individual’s suitability for a role.
The Disclosure and Barring Service guidance, updated on 28 April 2026, explains that the location of the recruitment suitability decision matters for standard and enhanced checks. An overseas role assessed by a UK organisation is different from a foreign employer making that decision abroad.
Do not treat every request as an enhanced DBS application
The same guidance describes alternatives for overseas decisions, including basic disclosures, an International Child Protection Certificate for work with children, and ACRO police certificates used for immigration purposes. Its wording distinguishes the standard or enhanced recruitment route from the basic-check option. A basic certificate should not be represented as equivalent to every other form of vetting.
UK jurisdiction also matters: DBS, Disclosure Scotland and Access Northern Ireland have different roles. Give the recruiting organisation your actual circumstances rather than simply asking for “a UK check”. The guidance’s example of a British school overseas illustrates why British branding alone does not establish that an enhanced DBS application is the appropriate route.
What the ICPC is for
Police.uk’s ICPC guidance describes the certificate as a safeguarding measure for people working with children abroad and directs applicants to check with the employer before applying. Follow the linked ACRO service for the current application requirements and price. An ICPC is not a teaching qualification or immigration permission.
For a move involving several recipients, TeachAtlas recommends keeping separate lines in your checklist for the school, programme, visa authority and professional regulator. Record the written answer from each. This makes it easier to spot when two bodies want different documents or different versions of one document.
Five questions to resolve before ordering
- What is the exact name of the certificate requested?
- Who makes the recruitment decision, and where?
- What residence history must the application cover?
- How recent must the document be when received?
- Does the recipient require an original, translation or apostille?
These are planning questions, not a claim that every destination imposes all five conditions. Keep sensitive records within the official application channels; TeachAtlas does not need your certificate or criminal-history details. Use the documents and applications checklist to track progress, and resolve any inconsistency directly with the requesting authority before submitting or paying.
